I own a giehl skidsteer with a 26 horse motor and i know what you mean about loosing power and not starting very good. If its an older motor like mine wich is a NHC modle it has old style points on it and they are very troublesome and are very very hard to get the timing and good spark relationship because they are so touchy. if it was fuel it wouldnt run good anytime, and if it was carborator you would know it. I say it is timing because the gap and things change after so long, they need a lot of adjusting so i would look into electronic igniton kit for it, they are very hard to find but check with the cummins dealer near you, that is about all i can offer you for advise, hope it helps.
