I will assume that you mean "with the choke closed" rather than "wide open"? If this is the case, then you do have fuel problems. When you remove the fuel line from the carb, there should be a very strong flow of fuel, almost a flood, not just a trickle. If the flow is OK, then the problem has got to be internal, but you may not need a kit. Does your carb have another filter inside the fuel inlet? It could be plugged.
