Have you taken off the air cleaner so you can verify that the tractor will only run with the choke closed? Looking from the outside, my not be obvious what the choke position is. Definitely remove and clean the gas tank. Also make sure the vent in the gas cap is working. Could be the float level is set too low. If you get the carb apart without ruining the gasket, you don"t really need a rebuild kit. I think you can get the basic kits at NAPA. Could be a piece of rust clogging up a jet in the carb.
