As Dave suggests, the new holes are probably from groundhogs. The only time to hunt a groundhog is during broad daylight, so the fox will pretty well have to walk around all exposed at this time of year, or else not eat. I get to watch our resident coyote because she lives on field mice and groundhogs and the hay isn't tall enough to hide her yet. Relocating a wild animal is usually a bad idea, if not actually illegal. Anywhere you plunk that fox down will be some other animal's territory. What's more, she'll likely be "home" before you are. The most humane relocation solution is a .22 shot in the animal's ear before you open the trap.
