Your Hydraulic system is probably in draft control setting instead of 'position' control.There should be a selector on the right side of the transmission housing down below the seat. It should have two settings,'draft' or 'position'.Position makes the lift arms stay where ever the lever calls for. Draft is for keeping an implement a certain depth in the ground. Some later model tractors have two separate levers on the lift quadrant to accomplish this but I am thinking the 3000 has one quadrant lever and the select lever on the side.
