Improving performance and gaining more horsepower may not always go hand in hand.I think you mean to get more power which will happen if volumetric efficiency is improved by the porting job.Polishing is only to please the customer and does little for airflow.Thermal effeciency and mechanical effeciency are the other ways invovled in power increase.Over enlarged ports can decrease power so porting must be done to a flow bench proven design.In many normal use instances you may not outdo the design of factory engineers that are looking for all around performance not just lots of horsepower.What Im trying to say is you cant drive an Indy or stock car to work and you cant plow fields with a pulling tractor.Each modification to an engine must be carefully planned and tested or you may be going backwards for a certain application of the machine.As far as compression ratios there will be a point where the raising above a certain level of compression will decrease power due to the difficulty the engine has of overcoming to much "squeeze". Id say the general answer to your question is probably yes it will increase power.
