I'm not an expert but maybe it's that your tires are'nt balanced like a cars'. Also if you have wheel weights that are off a bit it may cause the rocking. Put your tractor up on jacks or use heavy cribbing and see if you have a heavy side to your wheels. You might be able to add some extra weight to balance your wheels if that's the problem, hope this helps.
