Bobcat M-600 Question

I recently aquired a Bobcat M-600. All the lift hydraulics work well. However I am having problems turning the machine. Only once has the machine turned properly, when I drove it off the flatbed and turned into my driveway (it did not turn properly when it was loaded onto the flatbed). I have adjusted the clutches per the owners manual with no change in operation. Forward and backward work fine. When trying to turn, the machine hops and stops. I have pulled the side covers and checked chain tension - all seems correct and chains and sprockets look new. The drive belt looks ok but is very sloppy - lots of play. The variable speed drive does not seem to be working. You can hear the pump working but no visable change to the pulley. Does anyone know how much play there should be in the main drive pulley when the variable speed drive is in the low speed position?
