JD 2140 sg2 rockshaft acting up

Here's one for all the hydraulic gurus out there. I,m having trouble getting the three point linkage [TPL} to "float" properly.According to the JD owners manual to get the TPL to float the rockshaft selector is placed in the minimum position and push the rockshaft control lever all the way forward. As soon as I push the rockshaft selector to minimum the TPL raises to full height no matter which position the rockshaft control lever is in [ie raise or lower]. I can get the TPL to partially float by placing the rockshaft selector lever in the maximum position and placing rockshaft control lever in the forward [lower] position. Having said that the rockshaft selector lever seems to be operating in a reverse mode. Anyone got any ideas on this?
