Leon - Governor "hunting" on a gas tractor can be from any of several causes:

1 - Carb high speed mixture screw set too lean. Try very slowly pulling the choke closed while the engine is hunting. If you find a point where hunting goes away, a lean fuel mix is the problem.

2 - Linkage binding. The linkage between the governor arm and the carb throttle must be as friction-free as possible. A sticky or binding linkage will tend to hunt.

3 - Worn governor parts. Sloppy flyweight bushings, a worn out thrust bearing, wear in the governor to carb linkage and loose carb throttle shaft bushings can all cause hunting.

4 - Improper governor spring installed. If the spring is too stiff, the governor will be too sensitive - hunting will result. (The opposite is a weak spring - this causes poor governor action and excessive RPM "droop" as the engine is loaded up.)
