I've had trouble like you have on and off with my tractors. What I do is drain the rad, fill it with vineagar and run it for around and hour or so. Let it cool and drain the vinagar. Then flush with a garden hose, if it has a block drain I make an adaptor so I can put the hose in at that area, that way it back flushes the system. Had and Oliver 77 that got hot like that and after doing that it hasn't got hot since. Also when you flush it with the garden hose hook it up and go have a couple beers before you shut the water off again. Of course make sure the rad cap is off when you do that.
