I rock mowers from front to back before I try to start a finicky lawnmower. I mean push the handle to the ground so that the front wheels are off the ground ,then lift the handle so that the back wheels are off the ground and rock. Try to start and (if)when it does, rock the mower as described. Make sure the crank is full of oil. If this helps then I take off the air filter and rev it with th governor lever then choke it with my hand untill allmost stalling then release so it remains running. If these things work then the gas tank has crud or water or both in it. Good luck
