Likely, no TXV is used, and there is a separate capillary tube to each 1/2 of the evaporator, (or even a couple of capillary tubes to each 1/2).

Perhaps one capillary tube is restricted.

Other causes could be low refrigerant charge, or something you haven't noticed, yet, blocking the air flow through the part that is freezing up.
