Single point Delco Distributors run a 22 thou point gap. It's a conventional Kettering ignition system. A low rpm four cylinder will run fine with a 30 to 35 thou plug gap with a ordinary coil. Depending on the age of the tractor it will be a postive ground with a generator. The coil's + goes to the dist. If it's a later alternator equiped JD the ground will be neg. The coil's - connects to the dist. Depending on which JD and it's spark plug threads. An Autolite 216 or 3116 are less inclinded to foul. And they are both non resisitor. Odds are the carbon resitor wires are failing with too high of resistance or internal gaps. Replace with solid core wires. Points and plugs maynot be enough. Those tractors equiped with Zenith carbs perform better and smoother on less fuel. A compression check and valve lash adjustment is likely over due. A flat feeler gauge won't work if the valve and rocker tips are worn. The clearances will be wider than intended after adjustment.
