It's not uncommon to get a piece of chaff or a kernal of grain in the fuel fitting at the bottom of the the tank, restrictin fuel flow ahead of the pump. Yes, a restricted return line, or housing pressure regulator valve on the injection pump will cause loss of power and stalling, too
