Some of the underground oil storage is in Louisiana and Texas on shore.
Although no new refineries have been built the existing refineries have increased bpd production over 50%.
Maybe Bush can fire truckers but we will really be in a bind then.
The U.S. Air Traffic Controllers firing by Reagan is still hurting the nation. There is still a shortage.
