Aloha, I don't know anything about that carb but maybe I can still help. If you have to blow into the line to make it work, (did you check for a clogged line?) I would assume that the needle valve is working as it should but the float could be maladjusted. Actually, if the bowl was full, you wouldn't be able to blow any fuel into the carb.I think by adjusting the float 1/4" to make it work doesn't seem right. Did you adjust the float with the gauge according to spec?? When it ran, was it running rich (black smoke)? Does it idle ok? What about high speed? I think that the problem may be with the low speed fuel system. I would adjust the float again and examine the low speed fuel system again. Mahalo, doogdoog
