Get rid of the liquid ballast and lower the air pressure. The tire will not be so stuff and will bend around the stump.
Fluid reduces the air space in the tire taking away it's ability to squeeze.
Try using the Ultra Seal product for HD applications which is supposed to plug 1/2 holes.
