To see if it fires up, need to flush out the gas
as you are guessing. Probably the carb is
varnished up, take off carb, let old gas drain
out into a bucket, do a carb clean or rebuild
($20 or so if you do it?) and go from there.

Can try draining out gas, spraying a lot of carb
cleaner through the carb, put in fresh gas, &
see if it goes - but a tear down is better.
