Wait until your wet hand rubbed on the surface does not feel slick - probably at least overnight. You do not want chlorine under the paint. For a solution that strong, you should rinse it and then wait a couple of days for the chlorine to go away. I am from Nashville, TN so it is similar climate to yours.
For vinyl siding I use about a cup chlorine per gallon and a tablespoon of dishwashing liquid and also brush the worst areas. You should not need half and half except in badly mildewed parts.
