In NY state there is a specific law to allow you to take an un-registered trailer to a station to be weighed so it can be registerd. Check and see if your state has a similar exception. The State Police would be my first call. We have all sorts of problems with Dept of Motor Vehicles clerks telling folks they can do any number of things that are clearly illegal.
