Most likely a faulty/defective needle valve and seat. You are not the first to experience these problems. The NAPA carb kit you purchased was a very good choice, and you should not have had any problems, but unfortunately those viton tipped needle valves just aren't as good as they used to be, and I don't know what the answer is to getting a good one. Go talk to your NAPA dealer, explain the problem to him, and see if he will give you another needle valve, or maybe some suggestions. Those needle valves are starting to be a real problem, I have had problems with kits from NAPA, Tisco, and Case-IH.
