All that this means is that the carb is full and you have no leaks this is a good thing , Now if it will not start then two things come to mind , One is you are not getting any spark or two the fuel shutoff selinoid is not working and no gas is going thru the main jet . With out tryen to start the tractor stand next to the carb and turn the key on or if ya got short arms have someone do it for ya and if ya hear a click then that is working go back to the dist and see if ya got spark there .
