It's not that dangerous if done as you describe. The danger usually arises when the operator does something stupid, like hooking to something other then the drawbar (top link or axle) or jerking by taking a running start and breaking the chain or the hitch. The other problem is that people under estimate the stump, 20 minutes of shovel work will usually ease the process to a huge degree.
