I would guess that the mower deck runs off an electric clutch. Those draw lots of amps, especially on start-up, but also when engaged. You may have an electrical problem. bad rectifier/regulator stator not putting out enough juice, and probaly other potential issues I am not smart enough to know about Search the "Garden Tractor" forum, there are posts there where people explain how to go about checking some possible electrical problems
