years ago, i made rear fenders for a ho-made pickup box out of round furnace duct pipe. it had the circumference bigger than the tires, so, cutting a piece about 2 ft. long, in half, gave me two fenders. This could be done for a trailer, by putting a long, flat piece in between the halves, welding or riveting them together, making inner braces, and bolting them on! Some trimming of the lower ends will be necessary! Or, check with a place that does industrial heating work, for sections of used ducts, etc. Or, Google Utility/ Horse Trailer parts, suppliers, builders! You might get lucky!
