Laser will have toner. Inkjets have the problem you mentioned. None better than Hewlett Packard. They were the original back in the early nineties when we started printing forms on them. HP has nice color ones that are quite affordable. What you will have trouble affording is the various color toner cartridges. Inkjets are not something we use but I looked at them a while back. Seemed to boil down to those being expensive too if you got the good one with individual color refills. I am on my second HP Laserjet in 18 years of heavy usage. Not bad.
