I'm not familiar weth Farmall's so I don't know what the HP is on them. A 5 or 6ft rotary cutter that mounts n the 3 pt should do you for a mower. I'm presuming you have a gas tractor. Regarding getting it running, check all the fluids and lube oil, coolant etc. Clean the terminals and recharge the battery or if required, replace it. Then check the spark. You should have a fat, bluish spark. If you don't find out why (bad connections in the primary, corroded points, wrong point gap, etc), Pull the plugs and clean and regap them ot replace them. Drain the fuel tank and put in fresh gas.Make sure you have fuel to the carburetor. Try a start. If you get it running, let it warm up real good, drive it around and get everything warmed up. Change the oil and filter and coolant. Check the tranny/rear axle/hydraulic fluid and if it has a lot of water in it, change it too. Good luck!
