IH 1466 Hydraulic fluid change

Bought a used IH 1466 gas tractor last year. The past winter, I started it up, but the steering wheel would not turn the wheels. I guessed it was water in the hydraulic fluid and it was froze up. Now I am changing the fluid. The users manual says it has 22.5 gallons of fluid, I pulled the drain plug but only got about 5 gallons out. How do I get the rest of it out, do I need to drain all of the cylinders (front end loader) individually? There is no 3 point hitch.
