Pull the cowl on both sides, pull the battery cover, battery and the battery tray. Yank the floor board if you must. Then, follow the action down from the handle to the transmission.

Let's hope it has sheared roll pin(s) or frozen linkage on the outside rather than inside.

Before you button it up, put in a new electrical junction block at the bottom of the left inside instrument panel. This is the little guy that "always" corrodes away, breaks off, shorts out and starts the fires in the spilled fuel/dirt.
