If all compression pressures are close to 95psi, things may be OK. Cannot understand how 85%-100% leakdown and 95psi can go together unless it is a diesel.
If leakage is really bad, compression would be very low and you would be easily be able to determine where it is leaking to.
May only be valves not seating/sealing properly.
You need to be a bit more specific in what you have, what you have done, how you did it and whether valve clearances have been checked and in spec. before diving in to overhaul kits.
