1954 Ford NAA Clutch Problem!!! HELP!!!

My Dad took on a job to paint this 1954 Ford NAA, all we took off was the hood and fenders, we taped everything else off that was not to be painted. We painted it, put it all back together and for whatever reason, the clutch will not disengage. We've tried adjusting it, but it still won't work. The only way it goes into gear is by slamming it in, then the tractor takes off and you can't take it back out of gear or stop the tractor without shutting it off. Can someone please help!!?? I've noticed there is a brake linkage that connects to the clutch, what is this? and what does it have to do with the clutch? Any help at all would be greatly appreciated!!
