work part time for years for a propane dealer. inverting a tank of any size to fill another tank of any size will NEVER fill the tank. once the pressure{ which keeps the propane in liquid state} equalizes on both tanks, regardless of the tank size the flow of liquid lp will stop! you can get a percentage into the empty, but never will you fill it.
