SELECT O SPEED PTO

I JUST PURCHASED A 1963 FORD 400 WITH A SELECT-O-SPEED TRANSMISSION AND AM WONDERING IF THE PTO IS GOING TO WORK CORRECTLY WHEN I ATTACH IT TO THE BUSH HOG I HAVE'NT PICKED UP YET. WHETHER THE PTO HANDLE IS IN OR OUT THE SHAFT SEEMS TO BE ENGAGED UNTIL THE IDLE IS LOWERED TO 450 OR BELOW, AND THE HANDLE IS IN. WHAT KIND OF MECHANISM OPERATES THE PTO INSIDE THE TRANSMISSION? IS IT SOME KIND OF HYDRAULIC CLUTCH PACK OR A SPLINE ENGAGEMENT? WHY DOES IT SEEM ENGAGED WHILE TURNED OFF UNTIL THE IDLE DROPS VERY LOW? IS THIS NORMAL FOR THIS MODEL TRANSMISSION? I HAVE'NT BOUGHT THE SERVICE MANUAL YET BUT AM ANXIOUS TO MOW.
