Get some Liquid Plummer type drain cleaner from the Dollar Store. Drain the radiator and block then re-fill with a couple of bottles and the rest water. Go ahead and run the tractor for a while then drain and flush out with clean water and re-fill with correct water and antifreeze mix. Drain cleaner contains caustic soda ( lye ) and that is what the radiator shops use in the tanks. Ford Man
