We had the same kind of situation at my house. New folks put up fence and brouhgt out WAY too many horses for the grass that was growing. They got complaints and the police had to talk to us a few times. Then one night a week before Christmas, during a terrible snow storm, the horses had no shelter and they had to come get them and take them home. We never called the authorities but I think neighbors did. Chances are the people that see those cattle are thinking the same thing you are.
