Remember that the water capacity is the total amount of water that the tank will hold. You stated your tank size was 47.6 pounds of water. That is the volume of the tank is about 5.75gals x.8=4.5 or about18.9 lbs of propane. Now remember that the OPD thingy is a float and it is the volume that shuts it off not the weight. Now remember that liquid (propane is a liquid) expands as it gets warmer. So a gallon as it becomes warmer becomes bigger. That is why pumps are calibrate to allow for temperature changes. And hopefully that explains why your weight came up a little light. So you saved eight dollars on the bottle and pretty well got about what you should have gotten in your bottle.
