Once apon a time I purchased an old 52 Chev. Pickup (Sloroll herself). The previous owners had tried to seal a leak in the fuel system above the sediment bowl with some sort of silicon. It would slowly desolve and leave me stranded with a jelly similar to what you are describing on the sediment screen. She is much better now. It had me stumped for a long time though.
