Looking for help with Adams 511 grader brakes

My loving wife bought me an Adams 511 grader for my birthday. After rebuilding the gas delivery system and electrical system, I can get the grader to start right up, run well, and go... but it won't stop... The brake pedal goes to the floor, but the wheels keep turning. I'd rather not have to use the blade to stop. I have to believe there's a way to adjust the brake pads, but there's nothing obvious.. The lines have been bled and the cylinder seems to be working. My mechanic refuses to work on the brakes, afraid the drums will come flying off. He's knows of others that have had the drums fly across the shop. Makes me a little nervous. Any ideas???
