The problem sounds like a local to this one toilet problem.

Both the upper and lower toilet will use the same vent stack if they are one bath over the other. A vent is only a extension of the drain pipe and both drains will be hooked together.
Since one toilet works that rules out the vent.

You say the youngest kid is 34 but what about grandkids????????

How does the wash basin work in this bath? If it drains good that points to the toilet even more.

I would remove the toilet just to be sure anyway.
