I had a similar problem couple of years ago .Septic tank and vent were O K.We have a mineral problem here.In particular since several drought years.I removed the toilet and could barely run a thin snake thru it so I completely filled the S trap with acid in hope of dissolving the hard scale.No luck. I replaced the fixture and if has worked Ok until about just about a month ago. The flushing started to slow again.This time I have found that the jet hole that assists the flush action was almost entirely closed with mineral deposit as well as nearly all of the small small wash down holes located up under the bowl rim.I dug out the scale and scraped under the rim and cleaned the tiny holes then,emptied half a bottle of Snow Bowl (Hcl acid )from Walmart down the seal tube and let it sit about an hour.Now it is fine , however once a week I use Snow Bowl under the rim and in the bowl.
