Seed storage

I have a half acre garden plot that I'd like to sow with a cover crop over the winter. I bought some rye last year and it worked fine, but when I planted some rye in a newly sodded area this summer, nothing came up. I tried some rye seeds in a damp paper towel 2 weeks ago and I've got ZERO germination. What have I done wrong in storing this rye in a cool garage area? How do I keep seeds healthy for several years? What can I use dead seed for - porridge?? Thanks
