Get a copy of your county zoning regulations. That should make it clear as to what is allowed and what is not. Between that and the covenants not prohibiting tractors as such; you hopefully can visit with your neighbor and make peace. If "tractors" are such an annoyance, then he can go before the local county zoning commission and get the law changed to prohibit them for everyone...not just you. Good Luck
