Make sure that all of joints are free and greased to begin with. If it is still stiff, pull the cover and see what the grease looks like. Last, make sure the steering column is not trying to seize in the bushings. If it just the steering joints that are rusty and stiff take the time to fix them or will have the steering gears jumping in the box. Then things get tougher.
