6.6L gm diesel

I have a 2001 GM3500 towtruck that has a 6.6L turbo diesel. It starts fine idles fine,but when you go to take off it just doesn't go . it is very weak to but will pickup speed eventually than at about 2500 to 3000 rpm it seems to have more power. Someone told me there might be a safety shutdown on power when there is problem with the engine. the engine has 370000 kms on it. it has had new injectors done. any help would be great ron
