Hi Phil. I am a nuseryman/landscaper from NE iowa. Not that means much but, I have dealt with stuff like that for over 20 years. The best thing to do is take a knife and cut back the bark to where it is still attached to the cambion layer under it. Go get yourself some cheap latex paint and spray it alittle. You did not say where you are located at so I dont know the climate but sometimes wraping an injured tree traps the bugs you are trying to avoid. About 10 years ago the good folks down in Ames Iowa said that painting a tree wound with tar was a big nono.
