OT: NAIS Hay Production

I have read snippets on this board intermixed with the discussions on NAIS concerning hay production and new rules/regulations about the record keeping we are supposed to do. I have also read where at some time in the future we will have to record things like who loads the hay, who buys it, exactly where it is going etc. I have spent several hours on the internet trying to find information on this...NAIS site, USDA, Homeland Security...and I cannot find any information on the subject. Could someone lay out the facts on this and direct me to where I can find more information. Thank You Tim
