Don't know where you are but here in Iowa they would spray with roundup in the fall (to late here in Iowa)and just plant into the stubble in the spring.

You might just use a drag harrow to level the ant hills in the spring. Or a harrowgater would be more aggresive.

Your coulters may be enough for planting.
