High Idle adjust on a 3208

I would like my Cat 3208 motor to run 200 rpm faster. On top of the engine is a cap with 2 cap bolts. It says on top of the cap High Idle adjust. I took the cap off and there are two screws, on vertical and the other horizional. Which screw do I turn and which direction, lefty or righty? The tach reads 1750 and the tag on the motor says 2730 high idle. Right now it runs 4.80 mph in low 3rd, and it should run 4.80 mph according to the manual. There are no instructions in the manual for adjustment. I hope someone can help me on the problem and I thank them.
