Is the 520 an updated 50 ? and when you say it did not start ? Did it crank with the starter but not run ? If not maybe the starter armature is stuck. With the flywheel cover removed,the starter drive rod would have the starter drive in mesh with the flywheel,and if the starter was jammed,you could rotate the engine in the normal direction because the starter drive overrun clutch would allow it to turn in that direction. If you tried to turn it in the opposite direction with a jammed starter engaged,the starter drive overunning clutch would prevent rotation in that direction. A locked up starter may be the only thing wrong. Try tieing the starter rod up so it is disengaged from the flywheel and see if the engine will turn both directions.
